Williamson Act Trailer Bill Signed

As most know, chances of losing state funding for the Williamson Act subventions for a second straight year was high. While the approach specified in SB 863 may not be perfect it will provide some counties with the incentive to stay in the program.

Another Day, Another Post on the Municipal Bankruptcy Bill

AB 155 was approved today by the Senate Local Government Committee on a 3-1 vote. The Committee focused its discussions on new amendments that provide an alternative to the CDIAC process. Unfortunately, the potential for significant delay still exists, placing local programs and services at risk.

Deferrals to Come Early

Today, the Department of Finance, State Controller’s Office, and State Treasurer’s Office jointly determined the need to exercise the authority available to them under Government Code Section 16325.5(e) and move the 90-day deferral of social services payments to counties from October 2010 to September 2010.  This means the payments will eventually be made in December [...]
