The Assessor-County Clerk-Recorder and Chief Elections Office for
the County of San Mateo currently has an opening for a highly
qualified manager to join a progressive, future-oriented team of
appraisal and audit professionals in the position of Chief
The Chief Appraiser will plan, organize and direct the technical and administrative activities of the assessment and appraisal services section of the Assessor-County Clerk-Recorder’s Office; act as advisor on the valuation of complex properties; assist in developing, implementing and evaluating division goals, objectives, policies and procedures; and provide highly complex technical and administrative assistance to the Assessor-County Clerk-Recorder. In this first-level management role, selected individual will plan, direct, supervise and monitor the activities of the real property, business and personal property appraisal units, audit units and other related sections; oversee the handling of residential and commercial property appeals and coordinate appeals with the Assessment Appeals Board; and oversee and train personnel for the division.
A typical way to qualify is 5 years of increasingly responsible experience in property appraising or auditing, including at least 3 years of supervisory responsibility, although ideal candidates will have a Bachelor’s degree and 7 years of increasingly responsible experience in property appraising or auditing with 4 years in tax assessment and at least 2 years of supervisory responsibility in property tax assessments. Must have a CA permanent Property Tax Appraiser certificate, while advanced appraiser certification is preferred. Knowledge of laws, codes and regulations governing assessment and property taxation, applicable federal, state and local laws/regulations and change in ownership assessments (applicable to assessor functions) are necessary, as are staff management, computer, web content management, problem solving, interpersonal, oral/written communication, project management, report generation, critical thinking, collaboration and budget development skills. Ideally, the Chief Appraiser will incorporate an innovative approach and think outside the box, have exceptional appraisal skills, possess expert knowledge of the IT needs and requirements for our dynamic office, and be adept at working with subject matter experts in order to implement new technology systems.
