The Marin County Human Resources Department and the Marin County Department of Health and Human Services (HHS) are announcing a recruitment for the position of Employment Development Counselor. Currently, there is one full time vacancy in the Division of Social Services, Employment and Training Branch. 

The Employment Development Counselor (EDC) position is part of the Marin Employment Connection one-stop team and works with clients enrolled in the General Assistance program. This position reports directly to the Employment and Training Program Manager I. The EDC carries a caseload of General Assistance recipients who are seeking employment and assists the clients with all steps of the job search process, including understanding the labor market, networking, filling out applications, preparing for interviews, and referral to other resources as needed. The EDC also provides orientations and workshops to clients, and must keep effective case records that are in compliance with applicable federal, state, or local regulations. 

The ideal candidate will possess extensive knowledge and experience working directly with clients seeking employment, in both direct case management as well as group workshop facilitation. The position requires knowledge of local labor market conditions, community resources, applicable federal and state regulations, effective case management, motivational counseling and workshop facilitation. The position also requires both the knowledge of effective job search techniques (resumes, applications, interviewing, networking, etc.) as well as the ability to effectively teach these techniques to customers. The ideal candidate will have successfully worked with people with multiple barriers to employment, including poor work history, low educational attainment, disability and mental health issues, ex-offenders, long term unemployment, etc.  An ideal candidate would also have knowledge and experience in working with employers to understand their needs to be able to effectively place clients, such as in job development. In addition, the successful candidate will exhibit strong initiative as well as be a proven team player, have sophisticated communication skills, and a strong commitment to excellent customer service.

Qualifications:

EITHER:  A combination of education and/or experience equivalent to three years of college level coursework with major emphasis in a social or behavioral science or closely related field AND one year of employment development and/or vocational counseling work experience with jobseekers who may be economically disadvantaged or disabled persons. OR: With a minimum of one year as a Marin County Eligibility Worker II, Support Services Worker or comparable County classification working with this population, candidates may substitute for the one year of required employment development and/or vocational experience a total of 15 semester or 22 quarter college units in related course work; such course work to include a combination of career planning, vocation guidance principles, personality development, occupational testing and measurement, and counseling preparation.
