The City of Oroville is seeking qualified candidates for a Finance Director position.

Position: Finance Director

The City of Oroville California is strategically located in the Sierra Nevada Foothills within the Northern Sacramento Valley of Butte County, approximately sixty miles north of Sacramento.
Oroville’s pristine Lake Oroville, panoramic mountain views, and historical roots and nature make it a dynamic and beautiful location for the County Seat of Butte County.

The City has a population of 16,260 and consists of an emerging group of retirees and new families with an average household of 2.5 persons; seventy percent of Oroville’s population is over 18 years of age.

The Greater Oroville Region has a population of over 55,000. Oroville’s historic downtown has museums, antique stores, fine dining, and specialty shops. Oroville is best known for its abundance of recreational activities. Lake Oroville, which was created by the construction of Oroville Dam, is one of the recreational gems of California bringing over 1,000,000 visitors to the area annually.

The City Council is an elected legislative body for the City of Oroville, which is a Charter City incorporated in 1906. It is composed of seven members, the Mayor plus six Council members, who are elected at large for four-year terms.

The City of Oroville has an annual operating budget of almost $33 million and employs approximately 96 Full Time employees.

The Finance Department manages the financial affairs of the City. The Finance Director serves as the Chief Financial Officer. The Department follows sound financial management techniques in accordance with applicable laws and generally accepted accounting principles as approved by the Governmental Accounting Standards Board. Responsibilities include, but are not limited to: budget and financial reporting, financial stewardship, utility billing and collections, business license administration, payroll, disbursements and administrative direction for the City’s Finance Department.

The Finance Director position is a crucial and pivotal role, setting and executing the overall financial management strategy for the City of Oroville. Reporting to the City Administrator, Oroville’s Finance Director is a highly visible position serving as the most senior advisor to the City Council and City Administrator on all matters related to strategic and long-range financial planning, and carries the responsibility for overseeing and managing the City’s Financial Services Division, which includes financial reporting, accounting, bonds, budget, business license, general ledger, payroll, and utility billing.

The Finance Director also serves as an integral member of the City Administrator’s executive leadership team that provides both strategic and tactical input on a wide variety of citywide and organizational issues, as well as serving on a number of diverse multi-agency boards and commissions.

Application review for this position will begin August 15, 2014. Compensation and Benefits: The City of Oroville offers a competitive salary and benefits package. The salary mid-point for this position is $123,500 and will be commensurate with experience . The City does not participate in the social security program.

Qualifications:

The Ideal Candidate
Reporting to the City Administrator and taking policy direction from the City Council, the Finance Director will act as a strategic member of the Executive Management Team in effectively leading the City staff and resources to successfully implement City Council goals and priorities.

The ideal candidate must be highly experienced and a dynamic professional with exceptional communication and interpersonal skills. The successful candidate will be responsible for maintaining a collaborative environment, and managing a seasoned staff in an approachable, participatory, and engaging manner.

This at-will position requires a Bachelor’s Degree from an accredited college or university with major course-work in Accounting, Business Administration, or a related field. In addition, the successful candidate will preferably have a minimum of five (5) years of increasingly responsible experience in administration of fiscal operations, including accounting, investment reporting, and internal controls, preferably in a public sector environment, including three years of supervisory experience. Desired qualifications include, Masters and CPA license, along with knowledge of current Human Resources practices.
