This position reports to the Assistant HR Director and is characterized by the overall responsibility to plan, organize, and manage a business unit of professional and technical HR staff assigned to serve and advise one or more County departments/agencies in all HR-related matters.

Human resources administration is centralized within the County. The HR Department is comprised of 20 divisions and special units, and operates with approximately 350 employees and a $152 million budget. The HR Services Manager is responsible for overseeing the operations of one of eight service teams. Each service team provides broad HR support and consultation for one or more assigned departments. Team functions include, but are not limited to conducting recruitments, investigating employee misconduct, performance management, managing extended leaves of absence and requests for accommodation, and performing classification and compensation analysis.

Competitive candidates will be seasoned HR professionals and savvy managers with a broad range of HR knowledge and expertise that have operated effectively within an organization of comparable size and scope to Riverside County.

** Candidates will be required to take a general HR knowledge assessment and writing ability assessment as part of the selection process. Only candidates with a passing score on the writing ability assessment will be eligible to interview. ** 

Qualifications: 

  • Minimum of five years journey-level human resources experience with at least one year in a supervisory capacity.  Candidates should have significant experience conducting investigations into employee misconduct in a unionized environment; they should also have experience in position classification, compensation analysis and organizational development.
  • Bachelor’s degree from an accredited college or university.
