The County offers three health plan options: Blue Shield, Kaiser, & PacifiCare Plans. The Blue Shield Plan is a self-funded PPO, while Kaiser and PacifiCare are fully-insured HMOs. Kaiser Senior Advantage, a Medicare Advantage HMO, is an option for employees and retirees who are enrolled in Medicare Part A and Part B.
Under direction, provides expert professional assistance to the Director of Human Resources and other County management staff in human resource and related matters, including labor relations, grievance investigation and resolution, and discrimination and/or harassment complaint investigation; may assist in the administration of the daily operation of recruitment and selection, affirmative action, and classification and compensation activities; may act as chief spokesperson in employer/employee relations matters as assigned.
This class provides high-level professional assistance to the Director of Human Resources and other County management staff by performing the most complex human resource work in the areas of labor relations, grievance investigation resolution, and discrimination and/or harassment complaint investigation. Incumbents may oversee daily operations and activities in specified areas. Incumbents in this class are expected to work with significant independent judgment and with limited supervision. This class is distinguished from the Manager of Human Resources in that the latter has considerable management responsibility for labor relations activities and acts on the behalf of the Director of Human Resources in his/her absence.
Examples of Duties:
- Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the human resource function.
Provides staff support in contract negotiations; prepares summaries, collects data and makes recommendations; may act as chief spokesperson in contract negotiations or negotiate on matters during the term of the contract.
- Conducts complex investigations regarding allegations of unlawful discrimination, harassment, and/or violations of County policies, procedures, or negotiated MOU’s; interviews complainants, respondents, and witnesses; makes recommendations regarding subsequent actions.
Confers with management and employees regarding recruitment and selection, affirmative action, classification, compensation, employee relations, or related activities, policies or procedures; advises County officials on interpreting human resource rules, practices and memoranda of understanding; investigates grievances and discrimination complaints.
- Represents the County in meetings with representatives of governmental agencies, professional and business organizations, employee organizations, and the public.
Plans, organizes, administers, reviews and evaluates the activities of professional, technical support and office staff.
- Recommends selection of assigned staff and provides for their training and professional development; interprets policies and procedures to employees.
Monitors developments and legislation related to personnel matters, evaluates their impact upon County operations and recommends and implements policy and procedural improvements.
- Directs and conducts analytical studies; develops and reviews reports of findings, alternative and recommendations.
Directs comprehensive job analysis, classification, compensation and benefits monitoring activities.
- Directs recruitment and selection.
Education & Experience Requirements: Where college degrees and/or college course credits are required, degrees and college units must be obtained from an accredited college or university. Courses from non-accredited institutions will not be evaluated for this requirement.
Equivalent to graduation from a four year college or university
with major coursework in business or public administration,
employee relations, industrial psychology or a related field AND
two years of journey level experience in various areas of the
human resource function in a centralized personnel or human
resources setting at a level equivalent to the class of Senior
Human Resources Analyst. Experience in a public agency setting is
