Salary:

$7,904.00 – $10,120.93 monthly-based on a seven-step salary plan.
(A 2.5% supervising differential will apply)

$94,848.00 – $121,451.20 annually-based on a seven-step salary plan.

Description:

The District purchases various goods and services to carry out its mission of water supply, flood protection, and environmental stewardship. Annually the District purchases more than $40 million worth of goods and services ranging from water meters, treatment plant equipment, pipeline parts, water quality monitoring equipment, automobiles, office supplies, and consulting services. This position is responsible for planning, directing, managing, and overseeing activities and operations of the District’s Purchasing Unit while ensuring compliance will applicable regulations, ordinances, guidelines, policies and procedures.

The Program Administrator will manage all aspects of District’s Purchasing Unit processes including purchase request intake, review, analysis, assignment, solicitation of bids and evaluation, contract negotiations and execution, dispute resolutions, purchasing administration support, and supplier management.

Qualifications:

In a supervisory role, Program Administrator will oversee and direct the work of Purchasing Unit staff, provide performance feedbacks, prepare annual program budgets, and perform other duties as assigned. The Program Administrator will work  very closely with internal customers (staff and managers from operational divisions) and external customers (suppliers, consultants, other government agencies and the public) and provide highly responsible and complex assistance to the Unit Manager.

This position is critical to the District not only to provide excellent customer service to District staff, the public, and the business community, but also to find innovative and effective methods to deliver services and reduce the time to process transactions. The Program Administrator will conduct extensive small business outreach to achieve the District’s small business participation goals while promoting fair and equitable recruitment practices. Program Administrator will also be responsible for responding to Board inquires related to Purchasing Unit and revising unit policies and procedures as necessary to streamline purchasing processes.
