The 2013 Innovation Summit will highlight several programs designed to reduce costs and risk, improve services, and increase effectiveness. Panels will be focused on Health Care and Realignment and presentations will include:
• On site employee medical clinic program that
can dramatically reduce costs, absenteeism and
workers’ compensation claims
• Medicare eligible retiree health exchange that
reduces premiums by more than 40%
• Jail assessment program that can identify
potential liability and help you avoid costly lawsuits

A CSAC Dialogue on Water

This workshop is for county officials who are interested in discussing California’s water quality and supply issues. Led by a neutral facilitator, county supervisors and others from around the state will have an opportunity to discuss the biggest water challenges facing their region. The goal of the meeting is to provide a venue where county officials can have a candid conversation about California’s water issues, build trusting relationships and discuss real solutionsthat supervisors can take back to their districts.

Leveraging Funding and Tools to Create Safe and Healthy Places for Walking and Bicycling

This workshop will examine successful county efforts to create safe and healthy places for walking and bicycling in both incorporated and unincorporated communities. Rural, suburban and urban counties that collaborate with cities and schools to encourage “active transportation” produce multiple benefits for their residents. The session will include an interactive discussion with county officials who have been leaders in active transportation and will introduce participants to a newly released online toolkit designed to inform local decision-makers about funding, technical assistance and policy options they can consider.

2011 Realignment: Exploring Innovative County Approaches

This session will explore elements of several
counties’ approaches to managing the criminal justice
responsibilities transferred under 2011 public safety
realignment. Drawing from just over two years of
programmatic experience, counties will discuss population
and gender-specific approaches that have demonstrated
cross-jurisdictional benefits in the area of offender
reentry, as well as successful strategies to ensure
offenders are plugged into the appropriate type and level of
services and efforts to evaluate whether recently
implemented interventions are producing desired outcomes.

Travel and Tourism: An Important Part of a Healthy Economy

California counties’ economic health, providing nearly a
million jobs for Californians and injecting $6.6 billion in
tax revenue into local and state government. In this
session, attendees will
learn how the State’s “Visit California” markets the
Golden State around the world and how your county can work
with the group to grow business for local hotels,
restaurants and destinations.

Homelessness in California: What Can Counties Do?

San Jose Convention Center, Ballroom B
The topic of homelessness has recently come to the forefront
in state and national politics. While the state and federal
government can guide and produce policy related to the
problem, counties carry it out firsthand by
providing transitional and permanent housing, partnering
with nonprofits
and faith-based organizations, creatively using state and
federal funding and developing cross-system policies that
interconnect the issue of homelessness with
policies dedicated to mental health and public safety. Come
learn and participate in a discussion about what counties
can do to
access and utilize existing programs to combat the
problem and what is working around the state.

Social Media: Balancing Risk, Transparency and Innovation

The use of social media outlets has exploded in recent
years, allowing users to develop relationships, share
information and network. For local government, this platform
can provide a voice and forum to citizens and allow for
public agencies to share important information about the
community. But how can counties ensure that this type of
communication doesn’t open them up to policy and legal
issues? This workshop will highlight the importance of
understanding how social media works, the legal questions
associated with using it as a public agency (with regard to
freedom of speech and public meeting and records laws) and
how to create and maintain a social
media policy in your county.
